The man that appears at 0:40 is Broncano, and he is the same that dressed as a Goth in the video above.

Translation:
They start talking nonsense, and when Broncano appears he "tries to apologize" but keeps making things worse, and can't pronounce Tokio Hotel(on purpose of course) and calls them Tokio Hostel, Tokio Motel, etc.
Tokio Hotel "fans" sent him a punishment and he has to do some exercises while saying "I Love Tokio Hotel" which he does(at 3:10), but he's cheating.

The second punishment(at 4:18) is that he has to dress up as Bill and give out the News that way but he ends up looking more like Edward Scissorhands than anything else, LOL he is hesitant to come out...but he kind of pull out the outfit way too well...I sense secret/denial fanboy.
